And you would propose what? Any humanitarian attempts to prevent piracy in the history of naval affairs have failed. This includes periods upto the 1930s and the league of nations. Nothing works against piracy except the overwhelming application of force and the removal of any local/regional support - the current risk/reward equation is completely fucked.
