I can sorta explain what happens as I used to be a 999 operator.

*adjusts bow-tie*

Someone phones 999 from their mobile - if there's no immediate request for the police or whatever, and if it's completely silent, with only say leaves rustling or footsteps, then we basically hold onto it for a minute and listen, and hang up after that.

If there's no request but we can hear someone speaking in the background, we basically put them through to an automated recording that says something along the lines of "if you need an emergency service please press the 5 key twice now." If they press it, they get put through to the police. If they don't, we disconnect the call.

The 70,000 calls that the police phone back generally speaking will be ones that create some sort of alarm to the operator, eg. someone screaming or crying. If it goes off in your pocket you generally have nothing to worry about, unless you're watching a horror movie and someone's getting stabbed at the time

Actually i would. The extendable ones they have now have a flattened ball on the end, which reduces the surface area you are hit with, with increases the pressure applied and therefore makes them hurt more.
