Well this is embarrasing for Iraq. Their 3rd largest military base, Hit, has fallen to ISIS.

An air strike was requested from coalition forces but was denied. I'm guessing ISIS have moved all the kit by now. Don't forget the ISIS commanders are ex-Sadam era senior military too. Plus the Iraq army is a demoralised mess without any solid leadership. It's not surprising or new that they ran.

E-8's are only any good at finding tanks actually conducting combat operations (i.e. moving) in a recognisable formation (remember this is a cold war platform, although they are working on replacing it). If you've got a lone tank parked in the local market until ISIS fancy a pop at some Kurds JSTARS isn't going to find it for you (Well it'll show up as a blip on the SAR scan, along with a thousand others just like it). Once you've actually got it trundling about blowing holes in the local village, then it'll get spotted and an airstrike package will (hopefully) get designated.

If you want to find stored/camo'd/etc ground assets you need special forces on the ground to call it in.

I don't think ISIS got their hands on any of the F-16's the US were in the process of sending (I'm not even sure they've left the States yet). These are more likely some of the 5 SU-25's Iraq bought off the Russians.
