Well things change, its not longer nearly as offensive in society (as reflected by changing attitutudes towards it by censors, and other media).

How's that for coincidence, I was just catching up with the last couple of Charlie Brooker pieces on Comment is Free.

If Jade Goody had called Shilpa Shetty a cunt then there would have been a lot more complaints than was actually the case.

As with everything, context is key. A late-night, gritty drama on Channel 4 in which someone gets called a cunt will generate far less complaints than if Fern Britton says it on ITV at 10am in the morning. Especially since the gritty drama would probably have an announcement before the programme warning of strong language.
